The Actual Draft Value chart shows purely the total amount of player value the team drafted while the Value vs. Expected chart compares the actual drafted value to the expected draft value they should have received given their draft capital. A team could draft a lot of value but still underperform expectations if they had a lot of draft capital. And conversely, a team that hits in the draft could rank high in total value despite having less draft capital which would be reflected which a large positive value in the Value vs. Expected.
